THE Civil Aviation Authority (CAA) has been cleared of accusations that it irregularly awarded a tender for consultancy services for the design of Kasese and Gulu airfields.

THE Civil Aviation Authority (CAA) has been cleared of accusations that it irregularly awarded a tender for consultancy services for the design of Kasese and Gulu airfields.
The procurement was halted by the Public Procurement and Disposal of Public Assets Authority (PPDA) after one of the bidders, Vector Management International Limited, lodged an application for administrative review.
Vector contested the bid price of sh791m offered by Gauff Consultants, the best evaluated bidder, for the two projects, arguing that it was unrealistically low.
Last year in August, the aviation authority called for bids for consultancy services for the detailed design of Gulu and Kasese airport development projects.
Eleven bidders submitted applied for the Kasese airport development project, while 12 submitted bids for the Gulu project.
After the technical evaluation, the tow firms qualified for financial evaluation for the Kasese project. Vector had quoted sh2b, while Gauff quoted sh432.8m for the Kasese project. Gauff was chosen as the best evaluation bidder.
For the Gulu project, TYPSA, Gauff and Vector qualified for financial evaluation. Vector quoted sh1.99b, while Gauff quoted sh358.9m.
CAA awarded the two contracts for consultancy services for the redevelopment of preliminary master plans and detailed engineering designs for Kasese and Gulu airport development projects to Gauff Consultants at sh791m.
However, Vector Management International contested the award and applied for an administrative review for both projects, saying the price of the best evaluated bidder was an “unrealistically lowâ€.
But after investigations and review of the process, PPDA dismiss Vector’s application, saying it did not find merit in it since Gauff’s bid had passed the technical evaluation and was the owest priced bid during the financial evaluation compared to Vector’s.
The procurement body has, therefore, advised CAA to proceed with the process.
