State minister for works John Byabagambi has ordered for an investigation into the sh4b Dokolo-Amolatar road construction. Byabagambi has also accuse the contractor of conniving with the consultant to do shoddy work.

“The Government has spent a lot of money on the 54km road from Dokolo to Amolatar but the work is substandard. Why should somebody do shoddy work and get a lot money?” Byabagamabi asked. He said this on Tuesday while inspecting the road. This followed complaints from leaders of Amolatar and Dokolo districts.

The resident district commissioner of Amolatar, Richard Ogwang Odyero, said vehicles leave Amolatar for Lira at midnight because of the poor state of the road. Byabagambi said although the Government gave a contractor sh4b to raise a level of the section of the road, nothing was done. The section passes through Abalang swamp, which marks the border between Kaberamaido and Dokolo districts.

The station engineer Uganda National Roads Authority (UNRA), Saulo Mulondo, said the contract was awarded to Kark Technical Services to upgrade the road.
Byabagambi blamed UNRA for awarding many contracts to Kark Technical Services despite their substandard services.

He said the company had for long been doing shoddy work and getting away with it due to insecurity in the north.

“There is no more insecurity. I will monitor government activities in the region so that contractors do not waste tax payers’ money,” Byabagambi said.

Byabagambi said Kark and the consultant with whom they have done shoddy work, should not be awarded any other Government contract.
