Procurement of modified 20-foot shipping containers...

Procurement of modified 20-foot shipping containers for temporary storage of insecticide, equipment and supplies for an Indoor Residual Spraying project, Abt Associates is tendering for a company to provide approx. ninety 20-foot ISO-type
shipping containers in good condition, to be modified as follows:

• Containers to be provided with a secondary shade structure (sun shade) to cover the entire container, leaving sufficient space for air circulation between the cover and the container. Shade structure shall be of metal and shall be designed to withstand expected climatic conditions in northern Uganda. The shade structure may be mounted on the container after
delivery at site;

• Install a wind-rotated cooling unit (turbine vent). This may be fixed in place at site;

• Install adequate ventilation at top and bottom of sides of storage container to prevent buildup of heavier and lighter than air explosive vapors. Vents shall be screened to exclude pests, rodents, etc. Ventilation ducts shall be constructed so as to prevent rainwater intrusion (e.g. external hood, cowling). Note: all vents, louvers, or other openings in the container exterior which are greater than 10 inches (25 cm.) in diameter shall have a centered reinforcement bar welded in place to prevent unauthorized entry;

• Cover the floor of container with corrosion–resistant material / paint;

• Container exterior shall be painted with a marine-grade white paint with a reflectivity rating (LRV) of 88% or higher (Sherwin Williams SW 4087 or equivalent);

• Provide a secondary metal exit door 80 cm. wide x approx. 200 cm. high (details on placement to be provided). Door shall have operable shutters to allow light to enter. Shutter opening shall be provided with a fixed grill for security purposes. The door shall open outward, and be provided with a push-type panic bar. The door shall be provided with two burglar-proof steel hasps welded over the exterior. These hasps must be lockable in the open as well as closed position, to prevent locking of personnel inside the container;

• Provide container with two type ABC fire extinguishers, min. 6 kg. each, one of which shall be mounted on the interior wall near to the escape exit;

• One section of side shall be fitted with three rows of ten hooks each (total of 30 hooks, approx. 25 cm. apart horizontally) to hang spray pumps (details on placement to be provided);

• Container shall be provided with one metal shelving unit, approx. 90 cm. deep by 200 cm. wide by 200 cm. high, with three adjustable shelves (approx. 10 cm., 80 cm. and 150 cm. above floor level);

• Ceiling and interior walls of the container shall be provided with insulating material, to ensure reduced buildup of heat. Material shall be not more than 1 cm. in thickness;

• The 2 long sides of the container shall each be marked with an outdoor rated vinyl USAID brand mark label, (Unz and Co. No. W25-962V or equivalent) in USAID Vertical format, dimensions of 11.25” x 13.5” on vinyl stock;

• All welds, cuts, drilled holes, unfinished or exposed edges, and other penetrations of the container shall be protected against corrosion by application of a primer coat and a finish coat of suitably rated paint.

Containers shall be delivered to sites in up to ten districts in Northern Uganda, and shall include placement on cement blocks, in a manner that they remain level and raised a minimum of 20 cm. above the surrounding ground. For purposes of costing, cost of delivery shall be calculated for Apac Town Council.

The exact number of containers to be procured will be determined once the costs and other factors are known. The project may decide to issue a purchase order for partial fulfillment, with further orders placed over a period of up to six months. Offers shall include

• details of each cost factor (including all line items listed above), and time for fabrication and delivery / set-up;

• all relevant company registration details;

• name and contacts of local representative in Uganda, if any;

• a list of clients for whom similar work has been done in the past five years. Interested companies shall submit price for an initial twenty containers. Final order shall be based on detailed plans (e.g., showing location of door, vents and wall-mounted hooks) and may be subject to negotiations with the selected vendor(s).
