Introduction and background:

The Africa Biogas Partnership Programme (ABPP)

ABPP is a public private partnership between the Dutch Ministry of foreign affairs and two civil society organisations, Humanistic Institute for Cooperation with Developing Countries (HIVOS) and Netherlands Development Organisation (SNV). In this partnership, HIVOS and SNV, support the implementation of the National Biogas Programmes in six African countries.

Overall fund management and coordination is the responsibility of HIVOS and capacity building and knowledge management (Technical advice) is provided by SNV. ABPP is centrally funded by the Directorate General for International Cooperation (DGIS).

The Uganda Domestic Biogas Programme (UDBP)

Uganda is one of the six countries in which the ABPP is implemented. The Uganda Domestic Biogas Programme (UDBP) is a public- private partnership with Ministry of Energy and Mineral Development as line ministry.

UDBP is a tripartite program with Heifer International as the National Implementing Agency, HIVOS as Fund Manager and SNV as aTechnical Advisor. UDBP targets small-scale livestock farmers to address the challenge of domestic energy (wood fuel and its associated problems) and plans to construct 12,000 digesters by end of 2013.

The Overall goal of the programme is to improve the livelihood and quality of life of rural households in Uganda through the exploitation of market and non market benefi ts derived from the use of clean biogas for cooking and lighting and use of the bio-slurry to increase agricultural yields.

The programme has the following specifi c objectives:

i) To develop a commercially viable market oriented biogas industry

ii) To further strengthen institutions for sustainable development of the biogas sector

iii) To work towards achieving installation and use of 12,000 quality biogas plants in a period 5 years

iv) To ensure sustainability and continued operation of all biogas plants installed under the programme.

v) To maximize all benefi ts of biogas plants, especially related to gender and use of bio-slurry.

vi) To utilize carbon revenue resulting from the GHG emission reduction of biogas plants constructed under the programme to establish a financially-sustainable national domestic biogas sector.

The achievement of the above specifi c objectives will contribute to the realisation of the following results:

i) Improved health and living conditions in rural households, particularly of women and children;

ii) Reduction of fi rewood use and the time to collect it;

iii) Improved soil fertility and agricultural production;

iv) Reduction of greenhouse gas emission;

v) Creation of new jobs (m/f) and a new biogas business sector (contractors, masons and all kinds of input supply).

However for the above results to be realised, the programme will work under the following work packages/ functional areas/ structural arrangement:

i) Promotion & Marketing

ii) Finance

iii) Private sector support

iv) Quality management

v) Capacity building

vi) Extension services

vii) Institutional support

viii) Monitoring and Evaluation

ix) Research & Development (Adaptive Research)

Heifer International-Uganda therefore, invites potential and interested organisations (private and public) with grass root networks in Eastern, Central, Western, and Northern Uganda (excluding Teso, Ankole and Gulu sub-regions) and with capacity to contribute to the construction 12,000 biogas plants by the end of 2013; to bid for the implementation of the programme in their respective regions. The programme operates a performance based financing mechanism, provides salary top-up for
the key and relevant staff for the programme, contributes to the general administration cost and systems’ strengthening, but doesn’t buy office furniture, computers and vehicles.

Interested organisations can prepare and submit (electronically or in hard copy form) their technical and fi nancial proposals; spelling out their background information, organisational structure, geographical coverage, proposed methodology, clear performance targets and monitoring and evaluation plan (including quality control and management plan).
