On October 20, 1961, the Iteso people living in Kenya at the border with Uganda wrote to the new colonial secretary Mr. Maudling, demanding that they be allowed to secede to Uganda.

The people wanted to join the remainder of the tribe who lived in Uganda so that they could work under the same local and central government.

The letter which was signed by the president of the Teso National Union, Mr. G.F Oduya, asked the colonel secretary to advise the governor of Kenya to appoint a commission of inquiry to investigate the feelings of the people on the subject.

On the same day, the Permanent Secretary to the ministry of Education Mr. Babukika made a four day tour of schools in Masaka district. He travelled from Masaka to Kampala and visited St Henry’s College, Kitovu SSS, Kitovu Commercial School and Primary School, Bwala Muslim and Masaka Technical School. He was accompanied by the Senior Inspector of schools Mr. F H Stevens.
