THE embattled MP for Butambala, Faisal Kikulukunyu, won't miss any opportunity to stop his arch-rival Muwanga Kivumbi from bringing him down. Given a chance to speak at the last funeral rites in Gombe over the weekend, Kikulukunyu seized the opportunity to appeal to Kalifan Kakungulu, who was the chief guest, to intervene and mediate between him and Kivumbi who dragged him to court alleging electoral malpractice. He observed that this shouldn’t be hard for Kakungulu since Kivumbi was his schoolmate. The master of ceremonies, Kaddunabi Lubega, whom Kikulukunyu ousted as MP, was all smiles seeing Kikulukunyu with his tail between his legs.


'One million' song
There are many legislators in the Ninth Parliament who are excellent music composers. This talent was last week noticed as they spat fire over the alleged sh1m bribery given to the members on the budget committee by the Ministry of Finance. As the names of the 13 MPs who had appended their signatures on the report were read out, the rest of the House would chorus in unison: “One million, one million, one million.” The clapping and foot- stumping made a good accompaniment to the 'One Million' song.

The chameleon
Geoffrey Ekanya, the youthful Tororo county MP, can change colours more than a chameleon. Last week he told the House that because he never wanted his signature to be forged he waited up to the end so that he could sign the final budget report. He said the report was genuine and he stood by whatever was contained therein. But later that very day on the same floor of parliament, Ekanya changed from a budget committee member to a shadow finance minister and started criticising the report! However the rules of procedure did not give him the opportunity to read the opposition’s view on the report, a role that was left to the leader of Opposition, Nandala Mafabi.

Lecture on rumours
There were claims of doctored budget report being presented for debate in parliament last week. However, Tim Lwanga, the chairman of the budget committee, counselled fellow legislators on rumour-mongering. He said: "I cannot challenge anyone on rumours but rumours are very bad and they spoil peace.”
