Parliament wants the Government to restructure four of its misplaced programs and institutions to rightful homes for efficiency and to minimize costs due duplication of roles.

SACCOS and Uganda Investment Authority (UIA) are some of the misplaced programs and institutions.

A report by the parliamentary budget committee recommends that UIA and SACCOs which are under the Ministry of Finance, Planning and Economic Development should be transferred to the Ministry of Trade, Industry and Co-operatives.

The idea of Savings and Credit Co-operative Organizations (SACCOs) was mooted in 2006 for poverty alleviation especially for the rural poor through saving and accessing credit.

The committee report also notes that the Uganda Development Cooperation and the projects under it are currently under the Ministry of Finance; should be transferred to the Ministry of Trade, Industry and co-operatives.

It adds that the Presidential initiative on Banana Processing under the Ministry of Finance should be transferred to the Ministry of agriculture, Animal Industry and Fisheries.

The committee noted that despite parliament’s earlier recommendation that Government restructures its programmes and departments with a view of minimizing costs due to duplication of roles, this had not been effected.

“There are still many institutions and programmes placed in the ministries and agencies which lack capacity to implement them. We recommend that they should be moved to their rightful homes for easy supervision and monitoring,” MPs said in a report.
