This year's festival is being held at the Kween district headquarters ground in Sebei sub-region.
The festival is being held under the theme Protect the Cultural, Protect the Nation.
“They invited minister Peace Mutuzo as the special guest because she been at the forefront of fighting negative cultural norms and practices that include FGM," Mugabi said.
"The event is aimed at promoting Sabiny culture and tourism in Sebei,” he added.
Last year, the event was held in Swam, Bukwo district, and a host of activities were held to showcase Sabiny culture and norms at the cultural centre in Kakwai, Kapchorwa District.
The cultural village is situated on the border of Mt Elgon National Park and its hilly location gives it a spectacular view of the plains.
During the festival, several activities will take place, including cultural performances, storytelling, cultural exhibition, cultural dress codes, and food.
