Former Kikuube Resident District Commissioner Amlan Tumusime has petitioned NRM party electoral commission chief Dr Tanga Odoi over electoral anomalies during the Thursday, July 17, 2025, primaries for the Bugahya County legislator seat.

Tumusiime was one of the candidates vying for the National Resistance Movement flag for Bugahya County Member of Parliament seat.

While addressing reporters at his home on Friday, Tumusiime described what happened at the tally centre in Kitoba as a sign of timidity from the returning officer.

He notes that the returning officer first declared him the winner after garnering 13,939 votes, while his opponent Pius Wakabi had 13,840 votes.

There was chaos at the Hoima District tally centre in Kitoba, after the NRM District returning officer, Joseph Kutegeka, announced higher results for Candidate Amlan Tumusiime (13,939 votes against incumbent Pius Wakabis 13,840), but only to cancel them later saying he believed Pius Wakabi had won the election.

The ruling party has held primaries in 72,000 villages across Uganda in preparation for the 2026 general election.
