Chief State Attorney remanded over interfering with witnesses

The former Resident State Attorney under the Office of the Director of Public Prosecutions in Masindi, will spend the weekend on remand in Luzira Prison, over interfering with state witnesses.

The Anti-Corruption Court Chief Magistrate, Joan Aciro, cancelled Charles Bogere Bwiiso’s sh600,000 bail, last week after she was informed that the latter is interfering with witnesses.

The case is being prosecuted by state prosecutors - Abigail Agaba and Gloria Inzikuru. The hearing of the case resumes on December 9, 2022.

Bwiiso, 55, is facing charges of soliciting and receiving a bribe to “kill” a defilement case. He was jointly charged with 42-year-old Police officer, Rehema Kunihira, attached to Masindi Police barracks.

According to court documents, defilement suspect Joseph Arinaitwe was recently arrested but remained in Police detention for more than seven days as the State Attorney allegedly tried to negotiate the deal.

However, following pleas by the suspect’s family to settle the matter out of court, Bwiiso allegedly agreed to recall the file at a fee.

According to Police investigations, the families of the suspect and the victim had allegedly agreed to settle the matter out of court and this was followed by an agreement, which was written and a request was sent to the Resident State Attorney, asking him to withdraw the case.

It is alleged the Bwiiso subsequently asked for a bribe of sh3m but the relatives of the suspect wanted to offer him sh1.5m but in the process, they (the suspect’s relatives) reported the matter to the State House Anti-Corruption Unit, resulting in the arrest of the latter (Bwiiso).

The prosecution alleges that the suspects on March 10, 2022, at Masindi town in Masindi district, being employed as government officials in their respective positions and in performance of their public duties, accepted sh1m from the relatives of a suspect in a defilement case, to have it closed.
