Emmanuel Iyamulemye has been repointed as exective director of the Uganda Coffee Development Authority (UCDA).

The appointment was made two days ago, but comes into effect this Wednesday, Iyamulemye told New Vision.

On October 28, 2021, agriculture minister Frank Tumwebaze inaugurated the new UCDA board setting the wheels in motion to reappoint Iyamulemye.

The board is chaired by Dr Charles Mugoya.

It will continue steering UCDA towards attaining the production target of 20 million bags of coffee by 2025.

Since the enactment of the Coffee Act 2021, there have been delays in the process of approving the UCDA board by Cabinet and yet the contract of Dr. Iyamulemye as managing director was expiring on September 30, 2021.

Early October, Attorney General Kiryowa Kiwanuka stopped UCDA from reappointing Iyamulemye when his contract expired, noting that it would be ‘ultra vires’ (beyond the legal authority) under the Coffee Act, which governs the operations of UCDA.

Tumwebaze had sought Kiwanuka’s legal advice as to whether in the absence of the UCDA board, he could extend Iyamulemye’s contract pending finalization of the board’s appointment and consideration of his expression of interest for the renewal of the board.

Kiryowa advised that the Iyamulemye’s reappointment could only be done by the board and not the agriculture ministry which supervises the coffee body.

But the Coffee Act gives the agriculture minister powers to appoint members of the board, who are then supposed to participate in the appointment of the managing director.

While inaugurating the board, Tumwebaze tasked it with ensuring that UCDA is governed according to corporate governance principles and to develop a clear strategy that continues to put Uganda's coffee production and export position on top, among others.

The mandate of the Authority is to promote and oversee the coffee industry as a whole by developing research and controlling the quality and improving the marketing of coffee and to provide for other matters connected therewith.
