UNEB to appoint Fagil Mandy successor

The Uganda National Examinations Board (UNEB) is slated to appoint its interim chairperson in an extraordinary meeting on Monday.


Members of the board have confirmed to the New Vision that they will select an interim chairperson to lead Monday’s meeting.

The position of the chairperson fell vacant after Fagil Mandy resigned in protest of the extension of the contract of UNEB executive director Mathew Bukenya, who has been at the helm of the institution for 16 years.

Section 6 of the UNEB Act states: “if a member of the board resigns before the expiration of the term, the authority concerned shall appoint another person in his stead to hold office until the expiration of the term of office of the member in whose place he was appointed.”

The major role of the board chairperson is to convene and lead meetings where policy issues of the national assessment body are discussed.

Section 7 of the UNEB Act states that: “The chairperson shall preside at all meetings of the board, and in his or her absence such other member of the board as the members present shall appoint shall preside.”

Education Minister Jessica Alupo had asked the board to convene last Monday and choose someone who would work in acting capacity, but UNEB spokesman Hamis Kaheru said the meeting could not take place because members of the board are strewn across the country and require early invitation.

Mandy was appointed on a three-year contract in 2012, succeeding Prof. Lutalo Bbosa.
