Police have arrested a man who is accused of defiling three girls aged between three and five years. The man was arrested in an operation on Thursday commanded by chief police spokesperson Judith Nabakooba following an outcry by the victims' parents in Kiwempe Zone, Kansanga, a city suburb.

Residents reported that Rogers Mutaasa, a bodaboda cyclist had become children's worst nightmare in the area. Seeking Nabakooba's intervention, they said that Mutaasa had been arrested for defilement, but was shockingly released after police said there wasn't incriminating evidence to charge him.

One of the parents told Nabakooba that she once found semen on her daughter's clothes after Mutaasa had defiled her, but she was shocked when the Police said there was no evidence that the victim had been defiled.

Victim's private parts rot

Mutaasa, who is nursing injuries he sustained in an accident, is accused of luring his victims with petty gifts to his one-roomed house where he does the unthinkable.

One of his victims, who was rushed to Nsambya Hospital for check up on Nabakooba's orders, was rotting in her private parts. She could no longer sit or walk properly.  Doctors at Nsambya found that the victim's private parts had been extensively damaged.

Nabakooba said she was forced to intervene in the matter to demonstrate to police how such grave offences against innocent children are handled. She said such cases are mishandled by police and in the process crucial evidence is tampered with and at times bribes are also involved to kill the cases. In another shocking incident in Ndeeba, on the outskirts of Kampala, a man identified as David Ntambi was arrested after he snatched a 5-year old girl from their home and defiled her while her parents watched television inside the house.

The girl's mother told the Police that she searched around the home and discovered her little girl was missing, but at about midnight someone sneaked back the girl and vansihed into the night.

She said on closer scrutiny she realised the girl had been defiled. Ntambi was arrested after the child led police detectives to his house in the neighbourhood where they also found her panties.

On Nabakooba's orders, when Ntambi was subjected to a medical check up he was found to be HIV positive. Ntambi is in custody at Katwe police while Mutaasa is being held at Kabalagala police station.
