Musisi, Lukwago humbled before MPs

    Drama ensued Tuesday in the Public Service and Local Government committee when MPs forced Kampala Capital City Authority (KCCA) executive director, Jenifer Musisi  and the city Lord mayor Erias to shake hands.

    At first Musisi seemed not bothered by the committee chairperson Florence Kintu's demand that the two shake hands as a sign of reconciliation. She remained silent as Lukwago tried to explain the problems in the authority.

    However, when cameras started flashing, she burst into laughter and briefly shook Lukwago's hand. The two had sat distances from each other.

    Lukwago likened their relation to a marriage where one of the partners insists that "your role is not to produce children."  "Am not a ceremonial mayor who just takes tea. I have roles and responsibilities to play but am not allowed to do so. I convene meetings but they say they are illegal," he said shortly they were forced to shake hands.

    Lukwago has on several occasions accused Musisi of usurping his powers, as Lord Mayor. Last year, Lukwago took the matter to Court seeking a court order prohibiting Musisi "from passing off as the head of Kampala Capital City Authority and portraying the office of the Lord Mayor as being ceremonial."

    During the meeting, Lukwago and Musisi gave different views regarding the Pioneer Easy Bus contract. Lukwago at first seemed to oppose whatever Musisi and her director for Legal Michael Okua presented to the committee.

    "The contract is invalid. Let's not be defensive. If we insist, we are likely to crash," Lukwago said when Okua insisted that the contract was still valid.

    Their submissions angered the MPs who demanded to know what was going on. "The principal is good but the two KCCA bulls are not working together. Surprisingly they are all lawyers but see what is happening?  Let them solve their problems first and work for the good of the country," MP Ronald Mugume said.

    He was supported by Kintu who said the two don't see eye to eye. "Their behaviors are greatly affecting the operations of the Authority. You need to work together because in case of a problem, you will be required to answer," Kintu said.

    He encouraged them to "put aside your pride and work together." she appealed to them to share information on the Authority.
