This will be an interesting case in Courts. Agaba had the mandate of the KCCA to evict resistant evictees. Unfortunately the evictees attacked him to death so his bodyguard acted in self defence. Komakech court be from a security company authorised to carry a fire arm. The situation got fluid at the scene in every direction. It will be next to impossible to implicate Agaba on a murder charge and prove it.I sit in UK Courts whenever I''m free and have learnt quite a lot. Wait and see how these things will unfold.

I THANK KAIHURA FOR TWO THINGS:1. Not being an arm-chair-commander 2. Having a flat stomach, when every general has an unfit potbelly!

When I saw Komakecth brandishing an SMG, I thought he was KONY activist!

Going by Police chiesf''s words, it seems it did not bother him to find out how Agaba and co. got the gun in the first place, casual isn''t it? I wouldnt be surprised if Bad B....who?''s body guards were also armed and yet nobody cares.
Talk about small arms proliferation!!!
Tom Mugerwa | Boston USA
i condemn the high handednessof Komakech and abuse of the gun entrusted to him. These askaris including LDUs have know training and when they are faced with such situations, they simply shoot to kill. Many people have met their creator prematurely at the hands of these guards.a Why did KCCA involve private gurds to do an official government job? Is police for settling political differences only?deploying policemen to preventTurinaawe or Besigye from going to town is useless . Rather deploy them to help KCCCA carry out its mandate to clean the City. Why did Agaba have to do it on Sunday? on the other hand Ugandans who are erecting makeshift kiosks on roadreserves and other ungazzetted places must be evicted if we are to have an orderly city like any other country

I was appalled and could not believe what I saw unfold on TV, this man Komakeck was like a wild mad dog on the loose, no complete regard for human life. You cannot be shooting at unarmed citizens when you are supposed to protect and guide their lives and property This man crazy man deserves a long term imprisonment/life together with whoever ordered him to act the way he did.

This is Uganda''s bad culture of solving problems with out addressing the root cause and off course opportunists seizing every opportunity. First who is fooling who? The police spokesman told the public that Komakech is a Police constable attached to the VIP Protection Unit. How i wish the police was speaking with one voice and the truth only!!!. Second, i would like to advise KCCA that they should resettle people before evicting them. After all these people are victim of KCC''s corruption and mistakes.

after watching the pictures of this guy in blue geans or komerch i salute whoever took these pictures thats real evidence...how did some one who took these pictures survive for me you get journalist of the year...this is to all peace loving ugandans arm your selves with cameras to documents all thse incidents so that we name, shame, take to court all these guys violating human rights in uganda.
MR Uganda | Luzira
Agaba shd rather than could face murder charges. NRM came into power to help nationals and give them a better platform to live their lives upon. People like Agaba are damaging the face of the NRM, they''re devaluing the 10 point programme against which the NRM is leaning. Sue him, jail him, let him compensate the people and above all, sack the fellah from this prestigious post. Am disgusted
Kasode | kampala
I think Kaihura should stop playing on pple''s phychology. if the bodyguards where not policemen as he allages, then why has he given money to the injured as well as the deceased''s family? Kaihura Kaihura Kaihura.

with power comes greater responbility..where did komerch get the gun? who gives out these guns? who is the police commander of this area? who athourised this removal of these people? where the people given notice and was it lawfull? what is state of mind of Agaba and komerch? are they fit to carry out such difficult activities? personally i would Court Marshal all these people under these Qn marks?...welcome to the banana republic

On countless negative occasions especially involving fatal shootings, the uganda police has always disowned their own people before forgetting all about everything. as ususl, we shall talk only during these fresh days but come a week-plus....,the story ends and everybody returns to their b/ness, the losers face hard times. jounerlists please help us to properly unvail this man mr kaihura is denying.

This is a very unfortunate incedence happening to Ugandans and am wondering if
there is any formal way of getting those who provide protection to others( body guards) because it appears that Komakech was picked from the streets to body guard Agaba, very un proffessional but handling deadly fire arms.
The whole exercise appear to have been handled with alot of allogance by Agaba because it appears he assumes alot of authourity.
Nelson Mark Mushabe | Kampala
What does Agaba think in his mind when after sending people on Veradahs, making them homeless, depriving them of their property, injuring, murdering some of them? what does he really think when he goes back home sitting in his house with wife and children? does he know that those people have the same blood in them flowing in their veines? does his wife, relatives and children say to him thank you for the work well done?
Kiyingi Titus | Makerere
the tears that i saw rolling down the faces of very poor people, who have children eating dust will also get to Agaba''s children who are eating hot dogs and ice cream.

"Personal bodyguard"???? with an "ammunition"? not trained? given out by the Ugandan govt?? What is all this? I think i also need a bodyguard with an "ammunition" (i mean that can kill on spot) if it is that easy!

But i wonder how such pple call themselves. If at 1 time(T) they can be made 2 put themselves in other ppls' shoes, they w'd feel how ugandanz we're 2 become prisoners in our oen c'try. They r 4gt'g that we r nt dictatorial victimz. As if they think we'll start go'g 2 'kasasiroz' & start pick'g food 4 our survival. As if that is nt enough, they r massacring pple's lives day 2 day. Are they ready 2 replace our lost lives. .That so called agaba, deserves death.......cz an eye iz 4 an eye...! We're tired. We employ them & they r da same pple hunt'g us .No 1 owns 1's life............................................................!

Surely Agaba should know better. we have thousands of people who have weapons but dont use them on human beings like its a movie or chicken. Agaba does not deserve suspension from Musisi but instead needs to be expelled. the people dead are human beings with families

I feel pity for KCCA director for planning, George Agaba for the unfortunate incidence that happened at Luzira. If this guy will be guilty of murder or attempted murder, the first culprit to be tried is the current regime. Mr Agaba is a scape-goat of the general lack of planning in our city that has over-grown for the last 30 years. I regret the loss of lives, but to be frank, the ills of the whole scenario of make-shift houses is due to the negligence of the current government, allowing everybody to do what he wants. Just peep around the suburbs of our city.

It was very unfortunate for that FOOL to shoot live bullets in the unarmed people. He and Agaba should face court matial.
Bagatuuma | Kigali
These are the leaders we have in Uganda today. They have no carrier to protect. A man with no clear Nationality, No Clear Education is now in charge of evictions and killing at will. so far the only responsibility he has is to evict and kill with impunity.
What Musisi has failed to know is that to every action she takes there must have been planning. if it is a road side market to be removed, then first construct an organized market for the people who have been there for over 20 years, Not simply deprive them of their right to live.
I have not seen any physical planning in Agaba given the fact that Buildings continue to rise without parking
John Musisi | Makerere University
The shooter is not a police officer? Well, is that supposed to make us feel better? The population has now and again expressed concern about the mushrooming poorly trained security outfits and it is really shocking that all the Security Chief could say is that the shooter is not his man and therefore the police should not be blamed!!!!!!! Is there anybody who is charge of anything in this country?
Viga Emmanuel | Trondheim
I think Ugandan Police need to have some control on who gets and handles a guy. Some of these guys are mentally not upright to be entrusted with guns. We just have too many people having guns as if there is a state of anarchy in the country
jackson | kampala
Its un believable to hear of some one who is sent to do policy implementation on public interest and now every one is turning against him and sentencing him to the gallon .This man needs recovery and healing from trauma of what is going through Its in the interest of every one in Kampala to see the city in a clean and modern shape like any other city around so Agaba is a policy enforcing officer and no one has kind wards for him .He is a devil to those who want keep Kampala in its current look and the blame is heaped on president museven .Agaba didn''t shoot and kill any one, it was his bodyguard so Agaba is innocent and all charges against him should be dropped un less you charge him of hiding in his car in safety of his life
Kaka John | Bujumbura, Burundi
I do not condone the brutal act of killing innocent people in Luzira during the botched eviction exercise. My condolences to the family. I also would like to add that a murder charge is not as simple as some of the contributors, who are still emotional because of what happened want everyone to believe. Agaba can be charged for another crime but not murder, because it is not Agaba who pulled the trigger. The person who pulled the trigger is Komakech. The mistake (not offence) that Agaba may have made is for an officer of his rank to be overseeing such an action, even if it was lawful.

there is no doubt, thats murder let him AGABA face JUSTICE how can someone carelessly kill Innocent people like that, things are yet to change.

Mukasa Ali | J''berg
Very funny and interesting scenario! It is really embarrassing for the IGP to say that Santos was not a policeman! If so how did Agaba recieved the guard and the gun? The country needs to know how he was licenced that gun? If so he must be charged murder by refering to the terms he was given when received the gun. Santos had both a pisto and an AK47. Ugandans we are not safe. Many people are moving with pistos remember the guy who was forced to get out of the Mayor''s office. God protect our country
Katongole Noah | kampala
Saying that Komakech is not a policeman is escapist! Kayihura should come clean on which security organ in Uganda owns "personal bodyguard" from whom Agaba hired Komakech. Someone should surely pay for this impunity in the near future. Is Ocampo reading this?
NgobiBenard | kampala
AGABA should also face a death sentence and the government should plan for the displaced luzira citizens because they are Ugandans . GOD BLESS YOU
leonard | kabale
How can the security officers convince the whole world that some of their men they deploy for such barbaric acts are not drug abusers?surely its high time we begin to suspect that this is part of the problem.secondly how do you send a disgruntled security personel who doesnt know how painful it is to buy a bag of cement shamelessly to go and dismuntle ones house.Even if they were laws surely why cant we behave and act reasonably.
cissy Nayiga | Dublin in Ireland
Agaba could face charges together with his boss Director
henry | Lund/sweden
When things turn sour, there is someone to blame. Do you believe that Agaba and his body guard would have stood aloof to be lynched by a mobb without defending themselves?. What happened has a correlation with huliganism and intolerance that is preached by the opposition without thinking. What is surprising me, the opposition calls for strict arms control and yet recently, they were calling for armed rebellion against the state! People, be very careful otherwise you shoot yourself in the foot.

Agaba could face murder charges? that shouldn't even be up for debate, There is clear evidence that Agaba & his so called bodyguard are to blame....

Is the anti-riot police only for fighting political rivals of NRM? Invited or not, they should have been there as fast as they appear at rallys! And now the shooter is nolonger a police man, does it make a difference? Has the police done better before.

TO OUR LEADERS,YOU NEED TO KNOW THAT GOD ENTRUSTED YOU WITH HIS FLOCKS TO TAKE CARE OF THEM.IT WILL BE A SHAME WHEN TIME FOR TAKING THEM BACK COME AND YOU FIND THAT INSTEAD OF PROTECTING THEM YOU INSTEAD TURNED WILD AGAINST THEM.WHAT KIND OF ACCOUNTABILITY WILL YOU GIVE AT THE TIME OF HANDOVER? KINDLY PROTECT GODS FLOCKS
tumwesigye leonard | kabale
Its really absurd to see human beings being treated like that by fellow people.Ending ones life is not what God created man for.People in authority must learn to listen to the cries of the people they have authority over.other wise Gods eye is not far from such people who think they are above the law.As long as people in plain clothes continue to be given firearms we shall continue to register many deaths.
Ddungu Musa Evans | Auckland, New Zealand
General Kayihura you have to appologise to the public and those who lost their loved one in the careless shooting by your plice officer in Luzira, we know that George Agaba's body guard who shot and killed two people during a demolition exercise in Luzira on Sunday belong to police, if he doesn't belong to the police then how did he get the gun without the permission of the police. it's better for you to start controling your police officers insteady of giving excuses everytime whenever your brutal police officers shoot and kill innocent civilians. As aconcerned Ugandan we take you to be responsible for the death of those people.
Tusubira Hannington | New York
Agaba, a mere glance at his face will tell you how crooked he is.
Mayikomakula | Teso
Police in Uganda is very quick at denying even their own when they come under the microscope. I wonder how people acquire fire arms in Uganda without police clearance. There are too many authorities, powers and small forces that have guns in Uganda, very soon individuals will own their own prisons and can arrest and lock up their own prisoners.
stuart | Edmonton,Alberta
You only wonder where this is going. I mean people have lost respect for life, here, the deceased''s family would be set for life, nothing compares to life but atleast their families would not suffer, 3 Million only? Let Musisi offer her whole salary of 30 or so millions to these people.Tukooye
Johansson | Sweden
Is 500,000 worthy compared to the inflation in the country??? These people deserve more than that or they can also be flown out of the country to get better treatment. For Agaba and whoever was behind that, I have no comment but if they are left free by the corrupt courts of law, there's a divine person who is not corrupt your reward is awaiting. OOOOOOh the Pearl of Africa is no more !

How many so called big people are moving around with gun wielding thugs posing as body guards in our communities to,day. Simple nobodies have been made to think they are above other citizens ,because police allowed them convoys and Guns to move with in name of special protection. Let all people with more than one Gun return them immediately ,to make our Nation safer to all and remove this paranoia in our Nation.

WHO IS George AGABA ? KAMPALA's LATEST EXECUTIONER?
Agaba lived and worked in Los Angeles, Southern California. He graduated from MUK and did distance learning(MBA).
Remember the contentious building on Katwe- Entebbe road near Police station KCC wanted to demolish and failed? Then Agaba was against KCC.
SHOCKING to learn Agaba now a KCCboss!
