MPs collect signatures to censure Bumba, Makubuya

    Over 80 signatures have been collected by a group of MPs seeking to censure ministers Syda Bumba and Kiddhu Makubuya.

    According to Eastern Region Youth MP Peter Egwang, the said ministers have up to the close of today (Monday) to vacate office or face censure.

    “We have so far collected 89 signatures on the first day of this exercise. This is a reasonable number given fact that most MPs are still upcountry for the festive season. We have called them and I am sure by the end of this week, we shall have collected the required number of signatures,” the MP said.

    The MPs accuse Bumba and Makubuya of inflating business man Hassan Basajjabalaba’s claims while still finance minister and Attorney General respectively. Bumba is currently the gender minister while Makubuya is minister for general duties in the office of the Prime Minister.

    President Yoweri Museveni recently told the Public Accounts Committee of parliament that Basajjabalaba must refund all excess funds paid to him fraudulently and that ministers Makubuya and Bumba must take responsibility for the loss suffered by government in compensation claims.

     He added that the money paid to Basajjabalaba is sh169 billion according to police reports and not the sh142bn that PAC had in its report. He said that intelligence reports indicate that Basajjabalaba was paid an additional shs26.8 billion this year which is not reflected in the PAC report.

All is silent about the UWA commission of inquiry, can we know more about Prof.Kanyeihamba''s report on UWA funds even though some corrupt commissioners disassociated themselves from the report. We know there are leading issues we should come know of what and who did what. Let parliament debate it and if they need guidance, there are many Ugandans around to to give the processes of how this can be handled, you dont need expertrates from abroad. Now Ugandans professionals and whistle blowers can do this voluntarily to fight fraud and corruption in public offices and projects.

Really we are talking of billions not millions of Uganda shillings and I dont know how much these are in US dollars. I however feel that people but two people have abused the trust endowed to them by the appointing authority so as to further abuse the their integrity, fame and to allow such abstrusive events to attract their mind into fraud and corruption. Eishi, this abnormal. At this rate when we factor into the stranded government projects, we learn that it is not safe in the MOFEP and othe projects infested ministries like agriculture and education. I now know that every public office is pannicking the way they account for public funds. The main culprit may be ministry of health and if you are not careful, it is the worst affected in terms of fraud and corruption.

Dear readers, why praise anyboy here? What has been achieved? Nobody has been censured and the two are still ministers? Even if something is done and the misiters centured and removed, why would someone think of saying BRAVO to M7? The president told the PAC that he knew about this theft before he appointed the current cabinet! That is why he decided to move minister Bumba from finance to take care of women in this current cabinet!! How can the big man just move a thief to take care of women as a punishment! Why not move her to Luzira? Were there no other Ugandans with clearner records who could take care of women? And now you with your BRAVOs! What a waste of such a praise!!

MP should also table in the reduction of a number of Nigerians coming to settle in our country. Those buggers are nonosense who can do anything to servive. It was very interesting to hear comments from many Ugandans on this topic; but the one posted by nagayi quote my attention. Its understandable that some people were not yet born or were still young during amin''s rule and perhaps their parents have not educated them on this part of our history. Amin''s rule was rather something you cannot campare to any civilian Governmet however rotten it may be. Amin''s ministers were immortal and untouchables.

I wonder how you give credit where it isn''t due,think of the Speaker of Parliament, Maama Rebecca Kadaaga who has taken a mother''s stand to fend for her future offspring without fear or intimidations of all kind from her own political party. She is actually the true nationalist. Secondly, you ought to think of opposition minority in the parliament who have stood their ground to be counted as true patriots, ofcourse with some outstanding NRM members of parliament who have dified all odds from their own party to help Museveni realize reality on ground. If Late Professor SSenyonga was imprisoned because he was tricked to in approving similar vouchers more than once.He was meant to believe that that projects funds were all being expended according to policy but he was later to end up in Luzira. Our CEOs and Ministers are not sure to learn that what goes around turns around. I wrote ealier that these people when they are entrusted with positions of this kind, they tend to think that they are indipensable and they use positions to ride on the backs of those who appointed them. Such that when they are sitting their offices that be, the forget they are to take decisions that cost the public fund and they are expected to show proper leadership and good accountability,integrity and so on. However, the Presidency is doing the right job by waiting and searching for solutions and listening to the voices, whisttle blowing and using commissions of equiries and investigative reports, now they are acting with the full force of the people and policy.

MPs are members of parliament who are the reflectors of their respective areas of residence and the country at large.however sincerely speaking these Mps cant fulfill peoples demands equally because majority if not all,work for their stomachs. But some have at one occasion or another faced some fire from the masses who voted for them. for that some have come back to their quotient and start to do the needful. I salute the ninth parliament for continuing to bit. I just wish it the best of luck in cleaning up the executive. I want them to quickly clean up the executive and start on individual ministries may be Uganda may be able to save billions of shillings lost and off course reduction in standards of living because of corruption.

what was basajjabalaba''s total investment, including expected internal rate of return for the period of the deal? what formula was used to calculate the compensation paidout? how much interest was paid to govt on that compensation? what supporting documentary did the bank of uganda use to pay?

Someone in the opposition must be bewitching President Museveni's ministers. How else can you put it? The problem with witchcraft is that you can not deploy police to teargass it. The President should be advised to reshuffle the entire cabinet and appoint a new one. His dilema, however, is that most of the ministers either helped him financially, militarily or politically to ascend to power - which is why he sometimes protects them. The good thing is that most of them are no longer relevant in this generation of young people who want to break away from the past and forge ahead.
