Langa appointed Judiciary's contracts committee chairperson

Langa replaces Isaac Muwata, a registrar of the high court whose second three-year term in office as Committee chairperson expired on July 17, 2017.

The Ministry of Finance and Economic Planning has appointed Sarah Langa Siu, a deputy registrar of the civil court as the new chairperson of Judiciary's Contracts Committee.

Solomon Muyita, the communications officer Judiciary said the Contracts Committee will be central in the planning and approval of contracts for over 70% (over Sh93 billion) of Judiciary's sh134b budget for the 2017/18 Financial Year for goods and services. This includes budgets for construction, stationery, printing services, cleaning services and many others.

According to a July 19, 2017, letter signed by the Finance Permanent Secretary/Secretary to the Treasury, Keith Muhakanizi, Langa was appointed alongside Senior Assistant Secretary, Katusiime Claire Asiimwe as a member.

Re-appointed to the Contracts Committee is Inspector of Courts, Tadeo Asiimwe as a member who will be serving his second and final term. Deputy Registrar Mediation, Vincent Emmy Mugabo's term in office was not renewed as he was recently assigned an additional role as Judiciary's Public Relations Officer.

The other serving members on the Contracts Committee are Masaka High Court Assistant Registrar, Beatrice Atingu and an Economist in Judiciary's Policy Planning Unit, Fiona Letasi Asea, who are both still serving their first term in office.

"The accounting officer should ensure that all new members are inducted before carrying out the contracts committee business," Muhakanizi's letter read, in part.

Langa joined the Judiciary 12 years ago and has risen through the ranks from Magistrate Grade I to Deputy Registrar.

In 2015, she was awarded a certificate of recognition for outstanding performance by the Chief Justice. In 2014, under her leadership as acting Assistant Registrar, the Anti-Corruption Division of the High Court held its first Court Open Day. The Day has since been adopted as one of the activities to commemorate the International Anti-Corruption Week.

She chairs the Justice Law and Order Sector (JLOS) Accountability Sub-Committee under the Human Rights and Accountability Working Group.

Langa holds a Post Graduate Diploma in Public Administration (UMI) and Master's Degree in Law. She is also an alumnus of the International Leaders Programme UK 2016.
