Gen. Katumba is not retired, says Museveni

President Yoweri Museveni , State Minister for Works, Gen. Edward Katumba Wamala and his parents.

State Minister for Works, Gen. Edward Katumba Wamala, has not been retired from the army but rather assigned on secondment to sort out the mess in the transport sector in the country, President Yoweri Museveni has said.

"This ministry is important and takes a lot of our money but has unfortunately been riddled with problems over the years. This is why this assignment is on secondment basis and as such he is not retired from the army," he said.

The President also criticised the snail-pace process in the procurement, saying it has derailed the timely implementation of infrastructure projects in the country.

"Bidding processes are followed by countless appeals which curtail our projects and ultimately development timelines. The law should be amended to allow work start as soon as a bid winner is declared. We must change our modus operandi," he said.

Katumba will lead the front in the implementation of the construction of the Standard Gauge Railway, oil pipe line, oil refinery, dams and several road expansion fly over projects.
