National Farmers' leadership center (NFLC) Recuitment

The Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) is implementing a project to establish the National Farmers` Leadership Centre (NFLC) at Kampiringisa in Mpigi District. The project which started in 2011 is funded by a bilateral grant from the Republic of Korea through the Korean International Cooperation Agency (KOICA).

Construction of buildings and other infrastructure is at completion stage; and acquisition of requisite equipment and materials is on-going. The Ministry of Agriculture, Animal Industry and Fisheries invites applications from suitably qualifi ed Ugandans for the Posts of Principal and Deputy Principal at the National Farmers` Leadership Centre.

The applications should be fi lled on Public Service Form 3 and submitted to the Permanent Secretary, Ministry of Agriculture, Animal Industry and Fisheries, P.O. Box 102, Entebbe, not later than 5 pm and not later than 2 weeks after date of publication.

The forms can be picked from the Public Service Commission, MAAIF Headquarters and Government Ministries and Departments. Applicants who will not hear from the Ministry on completion of the recruitment and selection exercise should consider themselves unsuccessful. All jobs are on contract basis for a period of 2 years, renewable based on satisfactory performance.

 

1. PRINCIPAL NATIONAL FARMERS LEADERSHIP CENTRE

Job Title: Principal-NFLC
Salary Scale: U1E
Reports to: Commissioner, Human Resource Management (MAAIF)
Number of vacancies: One (01)
Directly Supervises: Deputy Principal
Job Purpose: To provide leadership, direction and co-ordination of the NFLC including strategic planning and day to day management of activities of the NFLC
 

Duties:

The incumbent will be responsible to the Commissioner, Human Resource Management (MAAIF) in performing the following duties:

a) Responsible for the overall organization management and supervision.

b) Conducting consultations with stakeholders regarding the NFLC strategy and medium term plans;

c) Formulation of the annual work plans for the NFLC to be implemented within the framework of the MTEF and annual budget cycle;

d) Coordinating the development of the NFLC, training and instructional programs;

e) Updating NFLC with current practices and techniques relating to agricultural and rural development programs, teaching and administration;

f) Providing technical guidance in the formulation and review of Policies and ensure adherence to approved policies, practices and procedures relating to the operationalization of the NFLC;

g) Responsible for the administration of the NFLC assets and equipment;

h) Establishing procedures for the purpose and receipt of materials and supplies necessary to support the training programs at the NFLC;

i) Accounting for funds/monies from budget allocations, farming activities, tuition fees, gifts or other funds belonging to the NFLC;

j) Preparing and submission of periodic reports;

k) Representing, lobbying and advocating for the NFLC at the local, national and international forums;

l) Assignment of duties to and supervision of members of staff of the NFLC, with clear indicators for monitoring the effi ciency of the staff of NFLC;

m) Representing NFLC at various fora nationally and internationally; and

n) Performing any other duties that will be assigned from time to time by higher authorities.

Minimum Qualifications:

Academic qualifications

a) The applicant should be a Ugandan in possession of an honors Bachelor's Degree in any of the following fi elds: Agriculture Sciences, Veterinary, Fisheries; Animal Husbandry, Biological Sciences, Economics, Development Studies or Natural sciences from a recognized university or institution; plus a Master's Degree in any of the above fi elds from a recognized University or Institution; and

b) A Certificate course in mindset transformation will be an added advantage.

Knowledge, Skills and Competences:

a) Demonstrate practical knowledge and skills in Agricultural Extension;

b) Adequate knowledge of the South Korean Saemaul Undong Movement;

c) Demonstrate knowledge of operations of semi-autonomous public organizations;

d) Strong knowledge of Uganda's agricultural and rural development policies;

e) Should be a team player capable of working with a multi-disciplinary senior management team ;

f) Excellent personal integrity and ethics, loyalty and commitment to community welfare;

g) Strong analytical decision making skills;

h) Ability to work with rural farmers/people;

i) Well-developed interpersonal, communication and public relations skills;

j) Ability to effectively lead, motivate and coach subordinates;

k) Ability to effectively prepare and deliver oral and written reports, as well as speeches; and

l) Should possess verifi able computer skills in relevant packages including Ms Excel, Access and Power point.

Work Experience:

At least ten (10) years working experience, in the fi elds of: Leadership Training and Development, Agriculture Sciences, Veterinary, Fisheries; Animal Husbandry, Biological Sciences, Economics or Natural sciences; five (05) of which should be at Managerial level in Government or equivalent level of experience from a reputable organization.

2. DEPUTY PRINCIPAL NATIONAL FARMERS' LEADERHSIP CENTER

Job Title: Deputy Principal-NFLC
Salary Scale: U2
Reports to: Principal (NFLC)
Number of vacancies: One (01)
Directly Supervises: Administrator
Job Purpose: To monitor, direct training programs and administrator aspects pertaining to NFLC
 

Duties:

The incumbent will be responsible to the Principal-NFLC in performing the following duties:

a) Deputizing the principal;

b) Planning and overseeing technical implementation of the NFLC Farm Activities;

c) Coordinating NFLC training programs in liaison with the principal;

d) Coordinating the development of the training curriculum for the NFLC in collaboration with relevant stake holders;

e) Participating in the preparation and implementation of training in mindset transformation and appropriate agricultural technologies with Ministries, Departments and Agencies, including other training institutions and Non- Governmental Organizations;

f) Preparing and submitting to the Principal a consolidated NFLC quarterly and annual work plans and budgets for consideration by Management;

g) Preparing timely periodic reports as required by Government of Uganda (GOU) regulations;

h) Conducting thematic studies to inform stakeholders on NFLC impact, trends and lessons learnt;

i) Liaising with research organizations to keep informed on new and advanced agricultural technologies for uptake by farmers; and

j) Performing any other duties that may be assigned from time time.

Minimum Qualifications:
