The then Buganda education minister, Mr. AK Mayanja cut short his visit to France after complaining that no special arrangements had been made for him. He was meant to spend 10 days visiting academic institutions in France. In an interview in London later, he said no one had met him at the Paris airport, no one had booked his hotel and no one in the foreign affairs ministry seemed aware of his visit and presence in the country.
