Report on Makerere staff structure, financing ready

Chaired by Prof. Francis G. Omaswa, the task force was constituted in September 2011 in the wake of a staff strike at Makerere University over remunerations.

Prime Minister, Dr. Ruhakana Rugunda, will today receive 100 copies of a report authored by the task force on job evaluation, re-organization of staff structure and financing of Makerere University.

Chaired by Prof. Francis G. Omaswa, the task force was constituted in September 2011 in the wake of a staff strike at Makerere University over remunerations.

Comprised of ten eminent Ugandans, the task force consulted widely in Uganda and benchmarked best practices in the universities of Nairobi, Dar es Salaam, Addis Ababa, Ghana, Tsinghua in China, Hebrew and Bar llan in Israel and Duke in US.

The Omaswa task force report is expected to provide lessons and best practices for transformative higher education hinged on science, technology, engineering and innovations as drivers of economic growth and socioeconomic transformation.

The Omaswa report has recommendations on the financing sources for Makerere University and private sector and global resource mobilization for a public higher institution of learning. The document also contains recommendations on Makerere Institute of Social Research.

Government is expected to appoint an inter-ministerial committee to develop a white paper on the Omaswa report.  The white paper will assist in implementing the presidential directive on restructuring courses in all public universities and degree awarding institutions. The paper will also be used to implement the Omaswa report recommendations in all public universities and degree awarding institutions.
