Sections 5 and 13 of the Water Act Cap 152 vests the rights to investigate, control, protect and manage water in Uganda in the Director responsible for water resources, on behalf of Government. In exercising his/ her powers, the Director may require any class or type of persons to keep, maintain records and furnish any information concerning the investigation, use, control, protection, management or administration of any water or concerning any waste, as may be prescribed in the regulations or notice.
