KAMPALA - Parliament has decided to call off its scheduled sitting this afternoon to allow lawmakers affiliated with the Forum for Democratic Change (FDC) take part in their party's delegates conference aimed at electing a presidential flag bearer.
Erstwhile FDC president, Dr. Kiiza Besigye and former army chief, Gen (Rtd). Mugisha Muntu are locking horns this afternoon over their party's presidential flag bearer ticket.
MPs were last week summoned from their recess to handle two Bills (NGO Bill and Gaming Bill) and a motion for creation of more districts despite many being reluctant to call off their groundwork activities in preparation of impending party primaries.
"In a spirit of unity, let us postpone tomorrow's sitting to allow FDC members attend their delegates' conference," Deputy Speaker, Jacob Oulanyah said yesterday.
The House is expected to sit tomorrow morning to continue its consideration of the contentious NGO Bill.
Oulanyah's decision seems to be informed by the need to even things up following several complaints by the opposition that the legislature has been turned into an appendage of the ruling NRM party.
Quite often, committee and House proceedings are disrupted by NRM retreats to the chagrin of opposition lawmakers.
