Museveni commends UNRA probe

President Yoweri Museveni says he is closely following the Justice Catherine Bamugemereire commission of inquiry into the Uganda National Roads Authority (UNRA) and is amazed at the revelations so far.For the past two months, the commission has unearthed several instances of fraud such as sh38b bogus compensations, unexplained gaps in expenditure, and creation of ghost kilometers to road plans among others.

President Yoweri Museveni says he is closely following the Justice Catherine Bamugemereire commission of inquiry into the Uganda National Roads Authority (UNRA) and is amazed at the revelations so far.


For the past two months, the commission has unearthed several instances of fraud such as sh38b bogus compensations, unexplained gaps in expenditure, and creation of ghost kilometers to road plans among others.

“In Lunyankore they say ‘a dog that stole with its mouth, pays with its back’” Museveni said sending Presidential Investors Round Table (PIRT) at State House, Entebbe into laughter. 

Then borrowing from quotes from Karl Marx, a German philosopher, economist, journalist, and revolutionary socialist; the president said that shame is a revolutionary sentiment.

He explained that shame can cause corrupt public officials to change for the better. The President then commended Allen Kagina, the UNRA for arresting several thieves after she came up with the idea of having a probe.

“I thought the system would create good cadres through interviews but it doesn’t seem to be working. I had to do integrity hunting,” he said referring to Kagina.
