National census to cost sh190b

The postponement of the national housing and population census from 2012 to 2014 has raised the cost of the census by sh4b, Francis Mashate, the UBOS executive director has disclosed.

The postponement of the national housing and population census from 2012 to 2014 has raised the cost of the census by sh4b, Francis Mashate, the UBOS executive director has disclosed.
 
The census will now cost sh190b, up from sh186b budgeted for in 2012.  
 
Speaking at the launch of a census awareness campaign on Monday, Mashate said the increment was a result of some changes in planned census activities.
 
“Much of the funds will be for payment of honoraria, allowances and upkeep for field officers,” Mashate said.
 
In July, over 100,000 people will be recruited as enumerators and supervisors. Each enumerator will receive a pay of sh200,000, in addition to a daily allowance, meals and transport refund.

The 2014 Census will be conducted for 10 days from August 28 to September 6. It is the 10th Census to be conducted in Uganda in 102 years. Door-to door enumeration will last 10 days.
 
The national census campaign is meant to enlighten the public about the census, barely 100 days left for the exercise to start. 
 
During the awareness campaign, UBOS officials will engage the public through the media and community events to explain the details and relevance of the census.
 
UBOS chairman, Muwanga-Zaake said the campaign was intended to ensure compliance when enumeration starts. 
 
According to Godfrey Nabongo, the UBOS communications manager, procurement of census materials including questionnaires has been concluded and materials will arrive soon.
 
After enumeration is completed, provisional results from the census will be released in October. A post-census survey to verify results will subsequently be conducted in October. 
 
Data processing will take a year (September to December 2015). The 2014 census is the 5th post-independence survey and the 2nd to be conducted by UBOS.  It was meant to be held in 2012 but was been postponed for two years.
 
A Census is conducted every 10 years to provide an accurate account of people, where they are and what their needs are. 
The census acts as a measure of the service delivery and aids future planning for the country’s population. 
 
The census will capture population characteristics such as one’s citizenship, age, residence, housing conditions, deaths and livelihood.
