Fagil, Bukenya feud: Police deploy at UNEB

Very Important People Protection police Unit (VIPPU) has pitched camp at the Uganda National Examinations Board (UNEB) headquarters in Ntinda a Kampala suburb.


At about 8:00am, the officers led by the director of police operations, Grace Turyagumanawe, stood guard at the main entrance into the building. Turyagumanawe later walked upstairs, to hold a brief meeting with UNEB executive secretary Mathew Bukenya.

New Vision could not establish what was discussed in the meeting, as Turyagumanawe declined to speak to the media. He equally declined to reveal why VIPPU was deployed at UNEB.

Thereafter, Turyagumanawe drove away, leaving behind VIPPU commandant Elias Kasirabo in charge. Kasirabo held a brief meeting with his officers just outside the UNEB premises, before deploying them all around the UNEB premises. He also drove away shortly.

According sources at UNEB, the VIPPU was deployed to guard Bukenya from bullying by UNEB board chairman, Fagil Mandy.

“They have told them (police) not to allow Fagil Mandy to enter the building,” said a source at UNEB.

  The sources said Mandy has been frequenting UNEB headquarters, to ask Bukenya to leave office, on grounds that his contract has ended. Last week Mandy said Bukenya’s contract ended on April 17, after 16 years at the helm of the examinations body. Bukenya subsequently described Mandy's statement as wolokoso (idle talk).

Education minister, Jessica Alupo, insists that Bukenya’s replacement requires advice from President Yoweri Museveni.
Both Bukenya and Mandy could not be reached for a comment on the matter, since their phone numbers known to the media were switched off.
