KCCA councilors want new Lord Mayor

Kampala Capital City Authority (KCCA) councilors converged Wednesday at city hall to discuss the power vacuum that has been created by the impeachment of a Lord Mayor.

KCCA councilors impeached the former Lord mayor Erias Lukwago in November 2013.

A councilor attending the meeting told New Vision that they were trying to find a way to fill the vacuum.

 “We expected Kampala minister, Frank Tumwebaze, to fill the vacuum sometime back but he has not,” the councilor said.

Prior to the meeting, Lukwago appeared at a KCCA function in Mengo, causing displeasure among the organisers and forcing them to postpone it.   

According to the KCCA Act, the minister has the powers to appoint someone to manage the Lord Mayor’s office after he has been impeached.

Tumwebaze has previously said that he preferred to wait for the courts of law to handle and dispose the case Lukwago filed against his impeachment before taking any other step.

KCCA councilors sat recently and chose two of their own, Baker Serwamba (Makindye) and Barnard Luyiga to act as mayor and deputy lord mayor, respectively.

Lukwago was impeached after a tribunal headed by Justice Catherine Bamugemereire found him guilty of abuse of office. Lukwago has since been barred from accessing his office at city hall.
