Police have launched investigations into an attack on law enforcement officers of the Kampala Capital City Authority (KCCA) during their trade order operations in the city on Monday.

Following the incident, Police have issued guidelines for KCCA officers in their enforcement operations.

The Kampala Metropolitan Police Commander, Andrew Kaweesi, while addressing KCCA enforcement officers at City Hall gardens on Tuesday, assured them of Police protection.

“Police will give you protection when you are doing a lawful job,” he said. “But stick to the task and notify Police for protection,” he said.

The KCCA officers will henceforth be required to notify area police commanders about their operations, after which they will be assigned armed Police officers to protect them.

Kaweesi, however, cautioned the officers against unlawful conduct and high-handedness during their operations.

KCCA executive director, Jenifer Musisi directed the officers to cooperate with Police to guarantee their safety and cautioned them against unlawful conduct to protect the image of the Authority.

She said teams of enforcement officers were undergoing training to professionalise their work, alongside other reforms to improve their operations.

In a change of approach, Musisi said KCCA would start prosecuting individuals who buy from street vendors and hawkers, who were banned from the city for security reasons.

Several KCCA law enforcement officers were injured and three of the authority’s vehicles vandalised on Monday during a scuffle with angry city dwellers.

The incident occurred at about 6:45pm at the New Taxi Park as KCCA officers attempted to confiscate merchandise of vendors.
