Parliament resolves that a select committee be set up to review minutes of the controversial report on KCCA mag''t.

KAMPALA - Parliament has resolved that a select committee be set up to review minutes of the controversial report by the parliament’s committee on public service and local government regarding the mismanagement of KCCA.

In a motion moved by Makindye East MP John Ssimbwa on Thursday, the house unanimously adopted the motion saying there was need for a separate committee to review the report which many MPs said was forged.

“I move a motion that a select committee of parliament be constituted to consider minutes by the local government’s committee for a report which will be considered by this house,” said Ssimbwa amid applause from the MPs.

The motion followed a report to parliament by Jane Kibirige clerk to parliament who in her report informed parliament that the final report of the committee was done by only the vice chairperson Raphael Magyezi and the chairperson Florence Kintu together with four members of the committee.

Kibirige had been directed by deputy speaker Jacob Oulanyah to investigate the matter and report back to parliament on Thursday.

He noted that while compiling the final report, the committee chairperson and her vice, excluded the committee clerk in compiling the final report which is contrary  to the parliamentary rules of procedure.

In its report, the committee recommended that the president take-over KCCA executive and legislative functions with immediate effect, a recommendation that has been widely opposed by some MPs as not part of the original recommendations.

Meanwhile deputy speaker Jacob Oulanyah has asked parliamentary party chief whips to name party members to the select committee that will investigate the matter and report back in 21 days before July.

“I ask you to submit names of the committee members taking into account the independents,” said Oulanyah.
