NRM caucus meets over KCCA report

The NRM caucus is meeting to discuss, among others, the recently released report on the raging power struggle at KCCA.

KAMPALA - The caucus of the ruling National Resistance Movement (NRM) is Monday afternoon meeting at State House Entebbe to brain storm over the controversial Public Order Management Bill and the recently released report on the raging power struggle at Kampala Capital City Authority (KCCA).

Efforts to reach NRM Chief Whip Kasule Lumumba or his deputy, David Bahati, proved futile, but inside sources say that the snap meeting will be chaired by President Yoweri Museveni as legislators prepare to break off for yet another recess after the end of the second session of parliament. 

“Unless other matters are raised during the meeting, these are the issues on our agenda,” David Wangolo said when asked about the caucus meeting.

The report on KCCA by the Public Service and Local Government committee of parliament caused waves with its recommendation that the president takes over the executive and legislative duties of the city authority for six months to stem what MPs described as “the shameful anarchy” at City Hall.

This report followed a petition to parliament by Kampala Lord Mayor, Erias Lukwago, late last year over what he alleged was the systematic abuse of power by KCCA Executive Director, Jennifer Musisi, including recruitment of semi illiterates into positions of influence.

The caucus is expected to discuss this mooted proposition and also rally members to push through the contentious Bill that has seen government get lambasted by human rights activists of trying to roll back civil liberties.

Government has insisted that the bill is in good faith and tailored to regulating public gatherings, processions and demonstrations through defining the roles of all key stakeholders.
