GULU District has emerged this year’s best performing district council, according to the latest Local Government Councils’ Scorecard Report

GULU District has emerged this year’s best performing district council, according to the latest Local Government Councils’ Scorecard Report released on Tuesday.

 

The district boss, Martin Mapenduzi was also ranked the best performing district chairperson in the annual report that ranks the performance of elected local government leaders.

 

The scorecard also ranks performance of district councilors and speakers of 30 out of 112 districts around the country covering the financial year 2013/2014.

 

The scorecard report rates leaders is rates on account of ability to provide political leadership, initiating projects, contact with electorate and monitoring of government programmes.

 

Salaam Musumba (chairperson for Kamuli) ties in second position with Richard Rwabuhinga from Kabarole district with a score of 87. 

 

James Kezaala Kunobwa from Mukono was ranked the best district speaker while Norman Ssemwanga Kaboggoza, (Wakiso) and Stella Kyorampa (Kabarole) emerged the best performing male and female district councilors, respectively.

 

Dr Arthur Bainomugisha, the executive director of ACODE which compiles the report said the latest report shows progress in planning, budgeting and monitoring functions of local governments under preview.

 

Local government minister, Adolf Mwesige said government was appreciative of the scorecard which he described as ‘constructive’ tool for engaging government on service delivery.

 

“As leaders, we must always present ourselves to be assessed. I urge all leaders to embrace the scorecard as a way to identify capacity gaps and cause improvement in service delivery,” he said.
