Access to the Mandela National Stadium in Namboole for the NRM party delegates’ conference on Monday will be subject to thorough vetting, the Minister for the Presidency, Frank Tumwebaze, has said.

Accreditation for over 10,000 delegates started on Saturday at Kololo Independence Grounds.
Appearing on the NewsRoom, a current affairs program on Urban TV, Tumwebaze said there would be no accreditation at the stadium.

“You will come with the pass you were given at Kololo. If you lose the pass, do not come. We are simply trying to be strict because if you do not have a pass; how shall we know you? We do not want to risk allowing in  non-delegates,” he said.

Tumwebaze said delegates will resolve the question of drawing a distinction between administrators and policy makers within the ruling NRM.

“You cannot have a secretary general who is an administrator and policy maker at the same time. NRM detractors are trying to give it another angle — that this is stifling the internal democracy. We are saying administrators cannot be elected leaders. And we are prepared for a discussion,” he said.

At Kololo, each region and district has been provided a tent to ease screening of delegates. Tumwebaze said the measure was aimed at getting rid of “masqueraders”.

“Delegates from each district will be able to identify one another and get rid of fraudsters,” Tumwebaze said.

He explained that the new measures were intended to avoid incidents those that happened during the last delegates’ conference, when uninvited individuals attempted to disrupt the meeting.

NRM-leaning youth MPs Evelyn Anite and Peter Ogwang were among party officials who convened at Kololo yesterday to oversee the final preparations for the accreditation process.

Tumwebaze warned that the organisers would not allow detractors to disrupt the Namboole conference, saying the Police had been alerted to ensure that the events go on smoothly.

“We have reports that some groups are mobilising people to come to Namboole even when they are not delegates. We are prepared for them,” he said.
