KCCA demolishes controversial structure

Kampala Capital City Authority (KCCA) has demolished the illegal structure that was being constructed on Plot 42, Nile Avenue, Kampala.

Kampala Capital City Authority (KCCA) has demolished an illegal structure that was being constructed on Plot 42, Nile Avenue, Kampala.

KCCA enforcement team accompanied by anti-riot police razed the building Thursday early morning. The controversial illgeal structure belonged to M/S Foton East Africa, Uganda limited. The owner was constructing a show room.  

KCCA acting Public relations officer, Robert Kalumba said the developer was instructed to construct 15 meters away from the road reserve, but turned a deaf ear.

“KCCA issued several notices to the developer but failed to comply. In an effort to bring sanity in the city, we shall demolish all other illegal structures," he warned.

On Tuesday, KCCA Executive Director, Jennifer Musisi told parliament that the Vice President, Edward Sekandi had stopped them from demolishing the structure.

She said on August 29, 2012 KCCA asked the Commandant Kampala Metropolitan Police for police to go and demolish the structure and he ordered the DPC Central Police Station and the DPC Jinja Road Police station to give support.

'The KCCA and the police agreed to undertake this exercise on September 4, 2012, but on the morning of the said date, the police informed KCCA that the Vice President's office had ordered for a stay of action until a meeting between his office and KCCA is held over the said matter."

Musisi said that during a meeting with the VP and the representatives of M/S Foton East Africa (U) Ltd on September 5, Sekandi proposed that KCCA should not demolish the structure, but rather grant the company a temporary permit of at least one year.

The company, according to Musisi, entered into a tenancy agreement with the registered owner of Plot 42 Nile Avenue, Geoffrey Rugazoora Rwakaana, a director in MGS Developments Ltd, and later varied its tenancy agreement with the landlord to purportedly put up a semi-permanent structure at the plot to act as a show room to exhibit cars and motor vehicles.
