KCCA city clerk summoned over 'insubordination'

Councilors of Kampala Capital City Authority (KCCA) have summoned the city clerk to explain why he snubbed the Authority's special council meeting on Thursday.

Reuben Kamoga, who has been the acting clerk to the Authority failed to turn for the meeting, prompting the Lord Mayor, Erias Lukwago to postpone it to Wednesday next week.

The meeting was intended to resolve the impasse over the closure of the city land board office by the police, and the power struggles in the Authority.

"What do we do for a member of staff who has exhibited gross insubordination? He was aware of the meeting but decided to stay away without even communicating to me," Lukwago said.

The councilors also resolved to compel the city executive director, Jennifer Musisi to explain her refusal to attend two special council meetings of the Authority.

They accused her of blocking Kamoga from attending the council meeting in order to raise legal questions about the validity of the Authority's meetings.

According to the KCCA Act, 2010, the executive director is mandated to cause the recording or storage of minutes of council proceedings.

Kamoga's predecessor, Samuel Takan was interdicted in January for allegedly falsifying council minutes.

The councilors were angered after it emerged that Kamoga had locked his office and had his phone switched off.

Lukwago threatened to go back to court if Council fails to resolve the wrangles over leadership in KCCA.

Some ten days back, High Court judge, Justice Eldad Mwangushya dismissed a case in which Lukwago challenged the powers of Musisi in the management of the city.

The judge asked both parties to resolve the matter.

Musisi, however said she had no powers to engage in discussions that border on interpretation of the law.

"The judge advised that we solve the matter in these chambers. But if this fails, I will be left with no choice but to go back to the judge," Lukwago said.
