Mayors, Councilors want Musisi to explain expenditure

Urban division mayors and councilors today will put Kampala Capital City Authority (KCCA) executive director, Jennifer Musisi to task to explain how funds for the last financial year, 2011/12 have been spent.

The mayors and councilors during their business committee meeting held at the Mayor’s Parlour, the mayors from Nakawa, Central, Lubaga and Kawempe were alleging that their divisions have not full filled the pledges to the electorate as they have not benefited from the budget.

“My voters expect me to build a health centre, a youth and women centre but we have not yet received funding for this project,” Joyce Ssebugawawo, the Lubaga mayor said.

The mayors resolved that in a meeting to be held today, Musisi must present a budget performance review, before the end of this financial year.

Lord Mayor Erias Lukwago who chaired the meeting told councilors that they have had administrative problems and a lot of issues have not been handled by the different urban authorities.

“We are coming to the end of the financial year. We want to know how much money has been generated locally, from donors and other taxes and how it has been spent,” Lukwago said.

Lukwago said that the authority needs to get funding from government in the financial year 2012/13 and it is now that they should know how much to demand.

Other issues that the urban mayors want Musisi to explain are youth funds under the job stimulus package, travel expenses, agriculture programs, accountability of locally raised funds from markets, parks among others.

When contacted the public relations officer KCCA, Peter Kaujju said that the authority, held a stakeholder’s meeting in March this year and a review of the budget was made.

“We sat with stakeholders in March to let them know how we have spent in this financial year and we gave them our proposals,” Kuajju said.
