CIVIL Aviation Authority (CAA) will spend sh28b for general procurement in the 2010/2011 financial year.

The procurement manager Godfrey Lutimba said at a recent meeting with suppliers that of the sh28b, sh9.5b will be for general supplies, sh2.1b for services while sh16.4b will go for works.

CAA spent some sh7b in the just-ended financial year of which the biggest chunk, (55%) went to works (construction, electrical and engineering).

The half-day workshop was convened by CAA to caution suppliers who do not meet their obligations.

“Poor workmanship and poor quality goods and services is still a major challenge. Many providers are not genuine, specifications included in the bids are not delivered,” said Lutimba.

Lutimba said suppliers also over price their products.
“Most bids returned are higher than the CAA estimate by almost 20% or above.

Even comparatively with other entities, CAA is charged more for the same items,” said Lutimba.

However, suppliers complained of delayed payments, which they noted had forced many of them not to respond to quotations.
Participants also urged CAA to improve airport services like parking and lift systems as much as they demand good quality from the suppliers.
