RETIRED Col. Dick Bugingo, the former commandant of the Military Police, on Monday explained why he slapped retired Major Rubaramira Ruranga in 2005.

RETIRED Col. Dick Bugingo, the former commandant of the Military Police, on Monday explained why he slapped retired Major Rubaramira Ruranga in 2005.

Bugingo told Makindye Court presided over by Joyce Kavuma that he slapped Rubaramira because the chaotic situation at the time, necessitated him to do so.

“What I did was professional. I realised that my action was not the best, but was fair according to the situation,” said Bugingo.

The case is linked to the incident of December 12, 2005 when about 500 supporters of the Forum for Democratic Change demonstrated at the party headquarters in Najjanankumbi.

The supporters, led by Rubaramira, blocked the road, as they sought audience with the visiting former South African President, Thabo Mbeki, who was on his way to Kampala from Entebbe.

They protested the alleged intimidation of opposition supporters.
Bugingo said Rubaramira acted unlawfully since the demonstration had not been approved.
