Two held over ATM fraud

THE Police in Mbarara are holding two men suspected to have been stealing automatic teller machine (ATM) cards and Visa cards.

The Police identified the suspects as Ronald Amanyire, 26, of Karambi sub-county in Kabarole district and Robert Musinguzi, 29, from Bubugwa sub-county in Bundibugyo district.

They were arrested in Mbarara town with 11 ATM and Visa cards belonging to customers of Standard Chartered, Barclays, Centenary, Crane and Stanbic banks.

The south-western regional Police spokesperson, Polly Namaye, on Wednesday said the suspects lingered near ATM centres and masqueraded as bank attendants, volunteering to help customers who did not know how to use the machines.

She said they would retain their victims’ card and give them replacements after learning their pin numbers.

They would later withdraw all the money on the victims’ accounts,” Namaye said.

The Police arrested the suspects after receiving numerous complaints from the banks and owners of the cards.

Namaye said on October 23, the Police arrested suspects using footage from closed circuit television (CCTV) cameras in the ATM centres.

“When we played back the CCTV footage, we saw the suspects appearing several times during night hours,” Namaye said.
