The district council speaker, Daudi Sserunjogi, recently said hundreds of homes had marijuana gardens.
“The owners claim they are animal drugs yet they smoke the leaves,†he said, while handing over Primary Leaving Examinations certificates to pupils at Good Daddy Primary School, Kireka.
