What’s the matter with Nakawa LCs?

SIR— I write to express my concern over recent developments in LC2s, following the lapse of their term of office. I have seen parish chiefs busy taking over LC2 offices, especially in Nakawa division, Kampala.

SIR— I write to express my concern over recent developments in LC2s, following the lapse of their term of office. I have seen parish chiefs busy taking over LC2 offices, especially in Nakawa division, Kampala.

Can anyone out there explain the legality of council agents/parish chiefs taking over LC 2 offices? What is wrong with former LC2 executives remaining in office until the rightful office bearers are elected instead of the parish chiefs taking over?
I know this scenario is unprecedented; but what is wrong with the local government minister making a ministerial instrument to prolong the term of office for LC2s instead of causing this crisis? I don’t doubt the capacity of the parish chiefs, but how does this development auger with the principle of separation of powers and issues of accountability and transparency?
