Human Rights Activists and multi-partyists are pursuing a warrant of arrest for Janat Mukwaya (right), the Minister of Justice and Constitutional Affairs for contravening the Uganda Constitution when she tabled a revised Movement (amendment) Bill 2003 on Tuesday last week.

This was revealed on Sunday night by a Kampala lawyer Elias Lukwago while featuring on the 8.00pm radio programme “manya eddembe lyo’ (know your rights) on CBS FM radio station, sponsored by the Foundation of Human Rights Initiative.

He said they were trying to secure a warrant of arrest for Mukwaya for contravening the Constitution.

“We want her to go to Luzira prison to enjoy the experience there,” he said.
But Mukwaya on Thursday said, “let them go ahead I have nothing else to add.”

Lukwago said Ugandans were experiencing a constitutional crisis which the Government had failed to accept.

“Ugandans are in legal fiction or gymnastics and are operating outside the Constitution,” he said adding, “Since the Constitutional court ruling of March 21, 2003 in the Ssemwogerere case the Movement system stopped existing.”
