Local government minister Prof. Tarsis Kabwegyere has said plans are underway to amend laws governing local governments to make it easy and fair to sack incompetent chief administrative officers and district tender board officials.

Kabwegyere was on Friday addressing journalists at the ministry head offices at the Workers House, Kampala.

He said the launch of the Local Government Devel-opment Programme II (LGDP II) would take place today at Wakiso district headquarters.

The launch follows the Parliament’s approval for the Government to borrow US$50m (sh100b) from the World Bank.

The World Bank will provide another US$75m (sh150b) grant while bilateral donors composed of Denmark, Holland, Austria and the Irish would contribute US$25m (sh50b).
The Government will provide counterpart funding of US$16m(sh32b).

The LGDP II totals US$ 165m (sh330b) for a three-year programme.

The money will be used to build infrastructure like roads, schools and health centres.
It will be used for capacity building for district officials, revenue enhancement programmes for districts and for evaluation of the programme.

Kabwegyere said the programme would also lead to the restructuring of local governments and the auditing of lower levels of local governments which were not done in the past.

He said the government would put tough measures on district officials to sack those who do not enhance accountability and transparency.
