RDC Warns Headteachers

The Kabarole Resident District Commissioner, Canon Ben Rullonga, has said many headteachers have ghost pupils in their schools to fleece Government in UPE disbursements.

The Kabarole Resident District Commissioner, Canon Ben Rullonga, has said many headteachers have ghost pupils in their schools to fleece Government in UPE disbursements.
Rullonga was speaking during a special session of the Fort portal south division council recently.
He said the situation was so bad in some schools that it warranted immediate and stern action.
“I warn the head teachers. If you are netted do not regret,” Rullonga said.
He said at a certain school where he investigated, there were 823 pupils as opposed to 998 on the school’s register.
He called upon local leaders to report any ghost pupils in their respective localities to him.
Rullonga warned local leaders against refusal to remit funds given to lower local councils under the Local Government Act.
