THE International Fund for Agricultural Development (IFAD) has launched a sh6b programme to uplift the standards of living in Nakaseke district. The seven-year programme, which is under the District Livelihood Support Programme, will cover all sectors and run up to 2014.

To facilitate the programme, IFAD donated 22 motorcycles, two pick-up trucks, 32 computers and two photocopiers to the district.

Handing over the donation, the monitoring and evaluation officer, Kyofa Kabuye, said the programme would improve access roads, water and sanitation.

He said it would also improve land and agricultural management. According to the 2008 poverty index report, 40% of the district population is below the poverty line.

The report said the toilet coverage was below 70% and clean water distribution was 60%. Kabuye said foot paths would be developed into roads to open up areas with agricultural potential.

The programme will also enable the poor to have easy access to social facilities like schools, health centres and markets, he added. Kabuye said the water and sanitation component would cover the rehabilitation of boreholes, construction of valley dams in the cattle keeping areas, and promote hygiene in homes.

The ceremony, which was held at the district headquarters in Butalangu village, was presided over by the LC5 chairman, Ignatius Koomu.

Koomu said the programme was another intervention by the NRM government to develop the district.

The chief administrative officer, Emmanuel Sennoga, said the donation was the biggest the district had received since its inception in 2005.

“There is no programme that has ever given us 22 motorcycles at a go,” Sennoga said. e urged the stakeholders to adhere to strict accountability and proper maintenance of the vehicles.
