THE ruling NRM party caucus yesterday appointed an eight-member committee to analyse the methods used by the African Leadership Institute to assess MPs.

The caucus, chaired by the Government chief whip, Daudi Migireko, tasked the members to assess the competence of the institute, its intention and profile.
They are also mandated to assess David Pulkol, who is the institute’s executive director.

“We are not against the assessment, but we are opposed to the methods used. How do you assess me for not attending council meetings, yet you know my work is purely legislation?” a source quoted an MP as saying.

The members, according to the source, are opposed to peer assessment.
“Instead of asking my colleagues about my performance, why doesn’t he sample voters because they are the best evaluators of our performance,” another MP asked.

The team is supposed to report back to the caucus with in two weeks.
Pulkol’s assessment evaluates each MP on his or her attendance, participation and influence in committee debates. Part of the assessment is recording contributions by the members.

The institute last month released its second evaluation report. Most MPs dismissed the report, saying Pulkol had no mandate to assess them.
