THE re-appointment of the Electoral Commission is “the first step” in a plot to rig the 2011 presidential elections, the former United Nations envoy, Olara Otunnu, has said.

Addressing a rally at Arua Public Primary School on Friday, he said the team, headed by Engineer Badru Kiggundu, lacked the ethics to organise credible polls because their work had been questioned by the court.

“The plan to rig elections is already one step ahead,” he said. He urged Ugandans to challenge the re-appointments.

“The question is not what Museveni will do but what people can. Don’t fear, say no to what is not right and the international community will stand by you,” he said.

Otunnu paid a courtesy call on the bishop of Madi and West Nile, Joel Obetia, before heading to the home of his adopted parents, the late Yosiah and Yonia Otto in Mvara zone where he laid wreaths on their graves.

Later, he went to sign the visitor’s book at Arua Demonstration Primary School where he said he began his journey in terms of development and learning.

Odre Kitagawa, an American church leader who was part of Otunnu’s entourage, said he (Otunnu) was capable of leading Uganda and would be part of the world leaders who respect human rights and dignity.
