A 30-year-old man accused of raping his two-month-old baby has been arrested by the Police in Mubende.

District Police commander Charles Rwakisheka identified the suspect as Joseph Ssempiira, a resident of Lulamba village in Bukuya sub-county Mubende district.

Ssempiira is said to have raped his baby at their home last week.

“His wife, Namirimu, says she was woken up at about 2:00am by the baby’s loud crying. She rushed to the room where the baby slept and found Ssempiira dashing out. She said she checked the baby and found that she had blood and semen,” narrated Rwakisheka.

The baby was rushed to Bukuya Health Centre where she is undergoing treatment, he added.
Ssempiira is expected to be produced in court on charges of aggravated defilement.

Defilement is rampant in Uganda with a total 12,230 defilement cases reported in 2007 and 15,385 in 2006.

A total of 8,354 cases were committed in rural areas and 3,876 in urban areas.

The majority of the victims (11,999) were aged between nine to 17 years, while 231 were eight years and below.

Most of them were students on holiday, dependents in homes or the destitute.
