MPs query Rakai revenue shortfall

THE parliamentary local government accounts committee has queried a revenue shortfall of over sh3.2b incurred by Rakai district in the 2000/2001 financial year.

The committee was reacting on the Auditor General’s (AG) report on the public accounts of local governments.

In his report, the AG noted that the shortfall had been reported in the district’s books of accounts.

He added that the accounting officer had explained that it was due to the central government’s failure to remit over sh1.6b.

The accounts officer also attributed the shortfall to failure to mobilise local revenue due to what he called “sensational political statements”.

The committee, in its report, said the accounts officer did not follow the Local Government Act and financial regulations.

It recommended that the officer presents a supplementary budget to the council for approval.

For Iganga district, the committee queried sh256.3m that was disbursed to 88 primary schools under the Universal Primary Education between July and December 2000.

The AG noted that the head teachers did not submit accountability for the funds.
