Mortgage Bill deferred again
THE Speaker of Parliament, Edward Ssekandi, on Thursday deferred the debate on the Mortgage Bill, 2007 for the second time due to lack of quorum to vote on a contentious clause on customary land. Some MPs wanted Clause 7 deleted.

When Ssekandi put the matter to a vote, 24 MPs, mainly from the opposition, supported the deletion, 18 were against while nine abstained, totalling to 51 members.

This is only half the required number to constitute the quorum. On Wednesday, Parliament resolved to allow time for further consultations.

MPs quiz telecoms
MTN, Zain, Warid, Utl and Orange telecoms managers will today appear before Parliament’s committee on information and communications technology to testify on alleged illegal phone tapping.

The chairperson, Edward Baliddawa, said the companies were invited following media reports that security minister Amama Mbabazi had said the Government had been tapping phone conversations illegally.

“It would be interesting to know from the service providers under what law they have been doing it and who the beneficiary is,” Baliddawa said.

Kenya deports sex conman
A Ugandan man, who has been disguising himself as a woman and fleecing Kenyan men of thousands of shillings, has been deported after serving a one-month jail term.

Police handed over Abel Akim to the Malaba Uganda Police boss, Edward Kyaligonza. Akim, 26, hails from Bweyogerere in Kampala. He was arraigned in court a month ago and charged with being in Kenya illegally and acquiring money by false pretence.
