Mayors should work part-time, says former KCC clerk

KAMPALA City Council (KCC) should not have full- time mayors, former town clerk Gordon Mwesigye has proposed.

Mwesigye said the move would help to clean-up the city, which currently is riddled with corruption and mismanagement.

“Mayors are supposed to make policies, but they do not do this daily. In the process, they become idle, which causes them to participate in irregular transactions,” Mwesigye said.

He was yesterday appearing before the local government accounts committee to respond to queries in the Auditor General’s special report on KCC.

Mwesigye said the mayor and his executive should only be paid whenever they hold a meeting.

He also called for a reduction of councillors in order to reduce expenditure.

Meanwhile, former mayor Ssebaana Kizito yesterday rubbished the Auditor General’s report which linked him to questionable land deals, calling it untrue. He appeared before the committee last week to respond to queries in the report.

In a letter to the committee, Ssebaana said the Auditor General either did not ask the relevant questions or seek the correct answers.

“Many of his statements are not true and the conclusions are erroneous,” Ssebaana said. He asked for more time to carry out his own research to enable the committee arrive at the right conclusion.

However, the chairman, Abdu Katuntu, said Ssebaana was not taking the committee seriously.

“He thinks we are joking. This should be the last time he is writing to us. We shall pick him from wherever he is,” Katuntu said.

The report questioned the expenditure of sh500m by KCC to buy Kisasi Primary School land in 2005.
